About the Office of Acquisitions
During the acquisition process, the Office of Acquisitions (OA) ensures that customer service is paramount, communications are open and continuous, positive relationships are fostered, sound business judgment is employed, and acquisition strategies are creative and proactive. In so doing, the resulting contract awards will wholly and completely meet program office needs, be compliant with law, regulation and policy, and have a positive, long-lasting effect towards fulfilling NCI’s mission.
Organizational Structure
Organizationally, OA is located under the NCI Office of the Director, Office of Management. OA is divided into the following branches:
Office of the Director
The Office of Acquisitions is led by Director, Wanda Neal and Associate Director, Lisa Coleman.
Negotiated Branch A (NBA)
Formerly Treatment and Support Branch (TSB)
Awards and administers both research and development (R&D) and non-R&D contracts on behalf of the Division of Cancer Prevention (DCP), Technology Transfer Center (TTC) in support of Patent Legal Services (PLS) and the Center for Cancer Genomics (CCG) as their major divisions supported. NBA also supports other scientific efforts at NCI under the Office of the Director (OD) in the planning, conducting and coordinating of programs on the research on the detection, diagnosis, cause, prevention, treatment, and palliation of cancers in addition to the rehabilitation of cancer patients and demonstration of the effectiveness of cancer control methods and techniques.
Negotiated Branch B (NBB)
Formerly Prevention, Control and Population Sciences Branch (PCPSB)
Awards and administers both research and development (R&D) and non-R&D contracts on behalf of the Division of Cancer Control and Population Sciences (DCCPS) with a focus on the Surveillance, Epidemiology and End Results Program (SEER) as their major division supported. NBB also supports other scientific efforts at NCI under the Office of the Director (OD) in the planning, conducting and coordinating of programs on the research on the detection, diagnosis, cause, prevention, treatment, and palliation of cancers in addition to the rehabilitation of cancer patients and demonstration of the effectiveness of cancer control methods and techniques.
Negotiated Branch C (NBC)
Formerly Epidemiology Treatment and Support Branch (ETSB)
Awards and administers both research and development (R&D) and non-R&D contracts on behalf of the Division of Cancer Epidemiology and Genetics (DCEG) and the Division of Cancer Treatment and Diagnosis (DCTD) as the major divisions supported. NBC also supports other scientific efforts at NCI under the Office of the Director (OD) in the planning, conducting and coordinating of programs on the research on the detection, diagnosis, cause, prevention, treatment, and palliation of cancers in addition to the rehabilitation of cancer patients and demonstration of the effectiveness of cancer control methods and techniques.
Commercial and Strategic Sourcing Branch (CSSB)
Awards and administers non-R&D contracts for products (including supplies and equipment) and services valued at over $25K in supporting all Divisions, Offices, and Centers within NCI. CSSB awards non-commercial contracts up to $250K, commercial contracts up to $7.5 million, commercial orders under Government-Wide Acquisition Contracts (GWACs) up to an unlimited value, and commercial orders under NCI Blanket Purchase Agreements (BPAs) or Indefinite Delivery Indefinite Quantity (IDIQ) contracts up to an unlimited value. CSSB may also establish NCI BPA or IDIQ strategic sourcing vehicles for recurring needs up to an unlimited value.
Purchasing and Program Support Branch (PPSB)
Awards and administers non-R&D contracts under $25K, non-R&D orders up to $250K under existing ordering vehicles, and purchase card transactions. The Branch supports acquisitions that are above the ordering or credit card limits of staff internal to each NCI Division, Office, or Center (DOC).
Management and Operations Support Branch (MOSB)
Manages the activities conducted at the Frederick National Laboratory for Cancer Research FNLCR), which is a Government Owned, Contractor Operated (GOCO) Federally Funded Research and Development Center (FFRDC). See the FNLCR Acquisitions webpage for further information.
Acquisition Management & Policy Branch (AMPB)
Supports the OA by: analyzing changes to laws, regulations, executive orders, OMB memoranda, and agency or operating division policies and coordinating implementation through establishing or revising office policies and practices; performing reviews of work product; providing training and informational resources to support knowledge management and career development; managing the purchase card program; developing and maintaining information technology systems for the office; and, coordinating property and other business-related issues for the office.
