Amber Lowery, Deputy Director for Management and Executive Officer
Amber Lowery, B.S., is NCI’s deputy director for management and executive officer. In this role, she oversees the Office of Management, comprised of more than 800 federal employees, contractors, and fellows, and serves as a member of the institute’s executive leadership team.
Ms. Lowery leads NCI’s administrative operations, guiding the management of the institute’s $7.2 billion annual budget and supporting a diverse workforce of approximately 9,500 federal employees, contractors, and fellows. She is a champion for equity, diversity, inclusion, and accessibility, serving as chair of NCI’s Workplace Civility Committee and as an active advocate for NCI's Equity and Inclusion Program. She also leads efforts to leverage information technology solutions to improve the institute’s efficiency. Ms. Lowery serves as a voting member of key NIH governance groups, including the Administrative Management Systems Steering Committee and the Enterprise Content Management Advisory Committee.
Previously, Ms. Lowery served as NCI's acting deputy director for management and executive officer from March to July 2024 and as deputy executive officer for administrative services from January 2023 to March 2024. Prior to that, she served as the deputy executive officer at the National Institute of Dental and Craniofacial Research from June 2019 to January 2023. Earlier in her career, Ms. Lowery was an administrative officer in the NCI Division of Cancer Treatment and Diagnosis (DCTD) Administrative Resource Center (ARC) from April 2003 to January 2013 and a deputy ARC director in DCTD from January 2013 to June 2019. She earned a B.S. in business administration from Shepherd University.
